Apparently it is because there is a + sign in the file name. Due to historic reasons + is treated as a space... and so it breaks the URL. Same goes for & (though it has a different meaning). I just checked, and there are about 25 files with a + sign, and about 50 with a & sign (both including not submitted files). Which would mean that I'll put fixing this on high priority.
The reason I haven't fixed this yet (and previously had asked the submitters to resubmit) is because fixing this would mean breaking many other links, because several of them require the special treatment of the ampersand (&). But this has to be fixed sooner or later, and sooner is probably better than later :) Hence I'll try to fix this as soon as possible. I cannot give a date on the fix, however, as I'm busy as mad these days (even after I thought I'd dedicate August to working on the server... :/). P.S. To work around the bug for the time being, you can copy the URL address (right click on link, "Copy Link Location" in Firefox), paste it in the URL bar, change all the "+" to "%2B" (Firefox does this automatically for you apparently), and press enter.
